Plain-language summary

Auto-generated summaryWritten by claude-sonnet-5 from the order’s own text · prompt v4 ·

Amends Executive Order 11478, which bars discrimination in federal employment, to add gender identity to its existing prohibition on sexual orientation discrimination. Also amends Executive Order 11246, which governs federal contractors, to add sexual orientation and gender identity to the categories (alongside sex and national origin) protected against discrimination in federal contracting provisions. Directs the Secretary of Labor to prepare implementing regulations within 90 days. States that the contractor-related changes apply to contracts entered into on or after the effective date of those regulations. Clarifies that the order does not alter existing agency legal authority or Office of Management and Budget functions, and does not create any enforceable legal right or benefit against the federal government or its officers and employees. The order took effect immediately upon signing.

Claimed authority

By the authority vested in me as President by the Constitution and the laws of the United States of America, including 40 U.S.C. 121, and in order to provide for a uniform policy for the Federal Government to prohibit discrimination and take further steps to promote economy and efficiency in Federal Government procurement by prohibiting discrimination based on sexual orientation and gender identity, it is hereby ordered

Quoted from the order as written. Many orders cite nothing more specific than “the Constitution and the laws”; this reproduces what the order claims, not an assessment of whether it holds.

Disposition

Amends: EO 11246, September 24, 1965; EO 11478, August 8, 1969 Revoked by: EO 14173, January 21, 2025

Compiled after the fact by the National Archives, so recent orders often have none yet. An empty disposition means no record, not no activity.
