Plain-language summary

Auto-generated summaryWritten by claude-sonnet-5 from the order’s own text · prompt v4 ·

Amends Executive Order 13413, which addressed the national emergency over the conflict in the Democratic Republic of the Congo, by expanding the criteria under which the Treasury Secretary, in consultation with the State Secretary, may block the U.S. property and assets of individuals or entities. Newly covered categories include leaders of armed groups obstructing disarmament, those responsible for attacks on civilians, recruitment of child soldiers, obstruction of humanitarian aid, attacks on peacekeepers, illicit exploitation of natural resources to fund conflict, unauthorized arms transfers, and those materially supporting or controlled by such actors. Adds language clarifying exceptions for licensed or authorized activity and prohibits transactions or conspiracies that evade these sanctions. Directs the Treasury Secretary to issue any needed rules and authorizes delegation of these functions, while instructing all federal agencies to take appropriate measures to implement the order. States it creates no enforceable legal rights for outside parties.

Claimed authority

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 5 of the United Nations Participation Act (22 U.S.C. 287c) (UNPA), and section 301 of title 3, United States Code

Quoted from the order as written. Many orders cite nothing more specific than “the Constitution and the laws”; this reproduces what the order claims, not an assessment of whether it holds.

Disposition
