Plain-language summary
Directs the Secretary of State to issue regulations setting an open enrollment period from November 1, 1998, to April 30, 1999, during which employees participating in the Foreign Service Retirement and Disability System may elect to switch to the Foreign Service Pension System. Also directs the Director of the Central Intelligence Agency to establish a matching enrollment period over the same dates for employees in the Central Intelligence Agency Retirement and Disability System to elect coverage under the Federal Employees' Retirement System instead. The order states these actions align both retirement systems more closely with the Civil Service Retirement and Disability System, and cites a comparable election already available to civil service employees under the Federal Employees' Retirement System Open Enrollment Act of 1997.
