Principles for Federal Infrastructure Investments

January 26, 1994·William J. Clinton·59 FR 4233

Directs executive departments and agencies with infrastructure responsibilities to develop and implement plans for infrastructure investment covering transportation, water resources, energy, and environmental protection programs. Requires that such investments be based on systematic cost-benefit analysis, efficient management practices, private sector participation, and encouragement of effective state and local planning systems. Agencies must submit initial implementation plans to the Director of the Office of Management and Budget by March 15, 1994, consistent with OMB Circular A-94. Starting with the fiscal year 1996 budget submission, agencies must use these principles to justify major infrastructure programs, defined as those with annual budgetary resources exceeding $50 million. From March 15, 1994 onward, agencies must also apply these principles when seeking OMB clearance for legislative proposals authorizing infrastructure programs. The Office of Management and Budget is directed to provide implementation guidance. The order states it creates no enforceable legal rights and is intended only to improve internal executive branch management.Read the full summaryShow less
