It blocks all property and interests in property of the Government of Sudan located in the United States or held by U.S. persons, and prohibits U.S. persons from engaging in transactions related to Sudan's petroleum or petrochemical industries, including oilfield services and pipelines. It bans transactions that evade these prohibitions or conspiracies to violate them. It exempts activities in Southern Sudan, certain named regions, and marginalized areas around Khartoum, provided the Government of Sudan has no property interest involved, and lets the Secretary of State define those regions. It assigns certain statutory presidential functions, including entry denial, to the Secretaries of the Treasury, State, and Homeland Security. Improving Assistance for Disaster Victims

Agencies must give their liaisons adequate administrative support.
