Amends Executive Order 13295, as previously modified by Executive Order 13375, to revise the list of communicable diseases for which quarantine is authorized. It replaces the provision covering severe acute respiratory syndromes with updated language defining them as diseases marked by fever and respiratory symptoms, capable of person-to-person transmission, and either causing or threatening to cause a pandemic, or otherwise likely to cause serious illness or death if not controlled. The revised definition explicitly excludes influenza. The change was made based on a recommendation from the Secretary of Health and Human Services in consultation with the Acting Surgeon General. The order also states it does not alter existing legal authorities of federal agencies or the Office of Management and Budget, and does not create any enforceable rights for outside parties.
