Plain-language summary
Establishes a temporary Afghanistan and Pakistan Strategic Partnership Office within the Department of State to help federal agencies transition to a strategic partnership with the governments of Afghanistan and Pakistan, support security and stabilization efforts, and move toward normal diplomatic operations in both countries. The office will support agency coordination on economic, diplomatic, cultural, technological, and security matters, oversee the drawdown of the State Department's civilian operations and staff in Afghanistan, and manage certain State Department assistance funds. It will be led by a director appointed by the Secretary of State, based in Washington, D.C., Pakistan, and Afghanistan, and will end after the maximum period allowed under federal personnel law unless the Secretary closes it sooner. The order also amends Executive Order 12163 by removing certain text from a section concerning delegation of determination functions.
