Plain-language summary
Establishes a temporary Iraq Strategic Partnership Office within the Department of State to support U.S. agencies in building a strategic partnership with the Republic of Iraq under the Strategic Framework Agreement. The office is tasked with coordinating the drawdown of Provincial Reconstruction Teams, developing a sustainable rule-of-law mission including a Police Development Program, completing oversight and reporting on Iraq Relief and Reconstruction Fund monies, taking over remaining functions of the former Iraq Transition Assistance Office, and performing other duties the Secretary of State assigns. The Secretary of State selects the office's Director and transfers the prior office's personnel, assets, liabilities, and records to it. The order operates within existing law and available funding, does not alter existing agency authorities or the Office of Management and Budget's budgetary role, and creates no enforceable legal rights. The office will terminate after the maximum period allowed under federal personnel law unless the Secretary ends it sooner.
