Plain-language summary
Amends Executive Order 12962 of 1995, which concerns recreational fisheries, by updating the list of statutes cited in its preamble to include laws such as the National Marine Sanctuaries Act, the National Wildlife Refuge System Administration Act, the National Park Service Organic Act, the National Historic Preservation Act, the Wilderness Act, the Magnuson-Stevens Fishery Conservation and Management Act, the Coastal Zone Management Act, and the Outer Continental Shelf Lands Act. It also adds a new policy directive requiring that recreational fishing be managed as a sustainable activity within national wildlife refuges, national parks, national monuments, national marine sanctuaries, marine protected areas, and other federally managed conservation or management areas, consistent with applicable law. The order renumbers existing subsections to accommodate this addition and states that it creates no enforceable legal rights against the federal government.

Legal standing
Not yet published. Court challenges, injunctions and rulings tied to individual orders will appear here once each can be linked to its source record.
Nothing appears in this space without a citation to a court action or a cited precedent. An order with no such record is described as untested, never as likely or unlikely to survive.
Claimed authority
By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to conserve, restore, and enhance aquatic systems to provide for increased recreational fishing opportunities nationwide, it is hereby ordered
Quoted from the order as written. Many orders cite nothing more specific than “the Constitution and the laws”; this reproduces what the order claims, not an assessment of whether it holds.
Disposition

Compiled after the fact by the National Archives, so recent orders often have none yet. An empty disposition means no record, not no activity.
