Plain-language summary
Establishes within the Department of State a temporary organization called the Iraq Transition Assistance Office (ITAO), created under a federal law allowing temporary staffing organizations. The office is meant to support federal agencies in finishing large infrastructure projects in Iraq, help Iraq move toward self-sufficiency, and maintain a diplomatic presence there. It is directed to support agencies implementing U.S. assistance in Iraq, continue oversight and reporting on remaining Iraq Relief and Reconstruction Fund money, take over remaining functions of the former Iraq Reconstruction Management Office, and carry out other related tasks assigned by the Secretary of State. The Secretary selects the office's Director and must transfer the former office's personnel, assets, liabilities, and records to the new one. Implementation depends on available funding and applicable law, and the office will terminate at the end of the maximum period allowed under the relevant statute unless the Secretary ends it sooner.
