Establishes the President's Commission on Care for America's Returning Wounded Warriors, a nine-member body with two co-chairs, to review how wounded service members transition from the Global War on Terror battlefield to civilian life or continued military service, evaluate delivery of health care, disability, education and employment benefits, assess outreach and access barriers, and consult outside organizations. The Department of Defense provides administrative support, and the Commission must report recommendations to the President through the Secretaries of Defense and Veterans Affairs by June 30, 2007, or July 31, 2007 if extended, then dissolve 30 days after reporting. It also directs the Secretary of Veterans Affairs to create an Interagency Task Force on Returning Global War on Terror Heroes, made up of officials from Defense, Labor, Health and Human Services, Housing and Urban Development, Education, the Office of Management and Budget, and the Small Business Administration, to identify gaps in federal services for returning service members and submit a government-wide action plan to the President within 45 days, with the Task Force ending once its duties are complete.
