Plain-language summary

Auto-generated summaryWritten by claude-sonnet-5 from the order’s own text · prompt v4 ·

Establishes two new military decorations: the Global War on Terrorism Expeditionary Medal and the Global War on Terrorism Service Medal, for members of the Armed Forces who serve or have served in expeditions or operations combating terrorism on or after September 11, 2001, until an end date set by the Secretary of Defense. Directs the Secretaries of the military departments, with approval of the Secretary of Defense, or the Secretary of Homeland Security for the Coast Guard when not operating under the Navy, to issue rules governing eligibility. Allows service members who already qualified for the Armed Forces Expeditionary Medal or Armed Forces Service Medal for such service to instead apply for one of the new medals, but bars anyone from receiving more than one medal for the same service and limits recipients to a single award of each new medal. Permits posthumous awards. States that the order does not set official start or end dates for hostilities against global terrorism.

Claimed authority

By the authority vested in me as President by the Constitution and the laws of the United States of America, including my authority as Commander in Chief of the Armed Forces of the United States, it is hereby ordered

Quoted from the order as written. Many orders cite nothing more specific than “the Constitution and the laws”; this reproduces what the order claims, not an assessment of whether it holds.

Disposition

See: EO 10977, December 4, 1961; EO 12985, January 11, 1996; EO 13363, November 29, 2004; EO 13723, March 30, 2016

Compiled after the fact by the National Archives, so recent orders often have none yet. An empty disposition means no record, not no activity.
