Plain-language summary
Establishes a Transition Planning Office within the Office of Management and Budget to coordinate executive branch planning for the proposed Department of Homeland Security and to work with Congress as it considers legislation creating that department. The office is led by a Director for Transition Planning, and the Director of the Office of Management and Budget must provide it with personnel, funding, and administrative support. If someone serving as an Assistant to the President also heads this office, that person's two roles and their staff, funds, records, and property must be kept administratively separate. The order does not change existing authorities of other federal departments and agencies, but directs them to assist the Transition Planning Office where legally permitted. The office and all authorities under the order terminate within 90 days after legislation creating the Department of Homeland Security is enacted, or within one year of the order's signing, whichever comes first.
