Establishes the Kosovo Campaign Medal for members of the United States Armed Forces who served in Kosovo or contiguous waters or airspace after March 24, 1999, and before an end date to be set by the Secretary of Defense. Directs the Secretaries of the Military Departments, with approval from the Secretary of Defense, or the Secretary of Transportation for the Coast Guard when not operating as part of the Navy, to issue regulations governing the award. Allows service members who qualified for the Armed Forces Expeditionary Medal or Armed Forces Service Medal for Kosovo service between March 24, 1999, and May 1, 2000, to keep those medals or apply to receive the Kosovo Campaign Medal instead, though no one may receive more than one of the three medals for Kosovo service. Permits the medal to be awarded posthumously.

Claimed authority

By the authority vested in me as President by the Constitution and the laws of the United States of America, including my authority as Commander in Chief of the Armed Forces of the United States, it is hereby ordered

Quoted from the order as written. Many orders cite nothing more specific than “the Constitution and the laws”; this reproduces what the order claims, not an assessment of whether it holds.

Disposition

See: EO 10977, December 4, 1961; EO 12985, January 11, 1996 Amended by: EO 13286, February 28, 2003

Compiled after the fact by the National Archives, so recent orders often have none yet. An empty disposition means no record, not no activity.
