Plain-language summary

Auto-generated summaryWritten by claude-sonnet-5 from the order’s own text · prompt v4 ·

Amends Executive Order 11478 to add "status as a parent" as a prohibited basis for discrimination in federal employment, alongside existing categories such as sexual orientation. Defines "status as a parent" to cover biological, adoptive, foster, and stepparents, legal guardians of minors or dependents with disabilities, those acting in loco parentis, and those actively seeking custody or adoption. Authorizes the Office of Personnel Management to issue guidance implementing the nondiscrimination provisions covering sexual orientation and parental status. Also updates a section on agency responsibilities, renumbers later sections of the original order, and adds a new section stating that the order creates no legally enforceable rights or benefits against the United States or its representatives. Applies to federal government employment practices generally.

Claimed authority

By the authority vested in me as President by the Constitution and the laws of the United States, and in order to provide for a uniform policy for the Federal Government to prohibit discrimination based on an individual's status as a parent, it is hereby ordered

Quoted from the order as written. Many orders cite nothing more specific than “the Constitution and the laws”; this reproduces what the order claims, not an assessment of whether it holds.

Disposition

Amends: EO 11478, August 8, 1969 Note: This Executive order expands equal employment policy in the Federal Government by prohibiting discrimination based on parental status.

Compiled after the fact by the National Archives, so recent orders often have none yet. An empty disposition means no record, not no activity.
