Plain-language summary
Establishes a Working Group on Unlawful Conduct on the Internet, chaired by the Attorney General, to study and report on federal efforts to combat internet-based crime such as illegal sales of guns, explosives, drugs, and prescription medicine, as well as fraud and child pornography. The group is to assess whether existing federal laws adequately support investigation and prosecution of such conduct, whether new tools or legal authorities are needed, and how parents, teachers, and others might be better equipped to prevent or reduce related risks. Its review is to reflect the administration's existing internet policy favoring industry self-regulation and technology-neutral rules. Membership includes the Attorney General, the Director of the Office of Management and Budget, the Secretaries of the Treasury, Commerce, and Education, the FBI Director, the Bureau of Alcohol, Tobacco and Firearms Director, the Drug Enforcement Administration Administrator, the Federal Trade Commission Chair, the Food and Drug Administration Commissioner, and other officials as needed. The group must deliver its findings and recommendations to the President and Vice President within 120 days, after review by the Office of Management and Budget and relevant agencies.
