Plain-language summary
Designates the Federal Republic of Yugoslavia (Serbia/Montenegro), Albania, the airspace above them, the Adriatic Sea, and the Ionian Sea north of the 39th parallel as a combat zone under section 112 of the Internal Revenue Code, which provides certain tax benefits to military personnel serving in designated combat zones. Sets March 24, 1999, as the official start date of combat activities in this zone, meaning U.S. Armed Forces members serving there from that date qualify for the tax treatment the statute provides.
