Plain-language summary
Amends Executive Order 11478 to add sexual orientation to the list of categories, alongside race, color, religion, sex, national origin, handicap, and age, that federal agencies must not discriminate against in personnel actions affecting employees within the executive branch. Also modifies the order's second sentence to clarify that its equal employment opportunity policy applies to the extent permitted by law. The change applies to federal government employment practices generally.

Legal standing
Not yet published. Court challenges, injunctions and rulings tied to individual orders will appear here once each can be linked to its source record.
Nothing appears in this space without a citation to a court action or a cited precedent. An order with no such record is described as untested, never as likely or unlikely to survive.
Claimed authority
By the authority vested in me as President by the Constitution and the laws of the United States, and in order to provide for a uniform policy for the Federal Government to prohibit discrimination based on sexual orientation, it is hereby ordered
Quoted from the order as written. Many orders cite nothing more specific than “the Constitution and the laws”; this reproduces what the order claims, not an assessment of whether it holds.
Disposition
Amends: EO 11478, August 8, 1969 See: Proc. 7316, June 2, 2000 (65 FR 36051) Note: This Executive order expands equal employment policy in the Federal Government by prohibiting discrimination based on sexual orientation.
Compiled after the fact by the National Archives, so recent orders often have none yet. An empty disposition means no record, not no activity.
