Plain-language summary

Auto-generated summaryWritten by claude-sonnet-5 from the order’s own text · prompt v4 ·

Waives the freedom-of-emigration restrictions in sections 402(a) and 402(b) of the Trade Act of 1974 as they apply to Vietnam, using authority under section 402(c)(2) of that Act. The waiver follows a report to Congress required by that same provision. It allows normal trade relations considerations involving Vietnam to proceed without the emigration-related restrictions the Act would otherwise impose.
