Directs the Secretary of Commerce to ensure that the population count used for congressional apportionment following the decennial census includes all persons whose usual residence is in a state, regardless of immigration status. Requires the Secretary's reports to the President under census law, and the tabulations sent to state officials responsible for legislative districting, to reflect the total resident population without excluding people based on immigration status. Directs the Secretary to take steps to ensure the accuracy of the population data provided to the President and the states. Revokes Executive Order 13880, which concerned collecting citizenship status information for the census, and revokes a July 2020 presidential memorandum that had sought to exclude people without lawful immigration status from the apportionment count. Establishes a government-wide policy of advancing equity for people of color and other underserved groups, including racial, ethnic, religious, LGBTQ+, disability, and rural populations. Directs the White House Domestic Policy Council to coordinate equity efforts across agencies. Requires the Office of Management and Budget to study methods for assessing equity in agency policies and report to the President within six months. Directs each agency to review selected programs for barriers facing underserved communities and report findings within 200 days, then produce, within one year, plans addressing barriers to program access and to procurement and contracting opportunities. Instructs the Office of Management and Budget to identify equity opportunities in the federal budget and study resource-allocation strategies. Directs agencies to consult with underserved and civil rights organizations. Establishes an Interagency Working Group on Equitable Data, co-chaired by the Chief Statistician of the United States and the U.S. Chief Technology Officer, to identify gaps in federal demographic data. Revokes Executive Order 13950 (Combating Race and Sex Stereotyping) and Executive Order 13958 (Establishing the President's Advisory 1776 Commission), and directs agencies to review related actions under the former within 60 days.Read the full summaryShow less
